Local Validation List for planning applications consultation

We asked

From September 2025 to October 2025, we invited Slough residents, professionals in the planning industry and key stakeholders for their views on our new local validation list. The survey aimed to ensure we got the balance right on our list of requirements for documents required for planning applications, and to make sure we had covered all the current legislation which our stakeholders work within.

You said

The people who responded told us they thought the local validation list was clear and easy to understand. They also told us that it provided detailed information and links to assist users. Some respondents suggested additional requirements which would allow developments to be approved with more consideration to the built and natural environment of Slough.

We did

We reviewed all of the responses and made amendments to the Local Validation List to include all of the suggested changes. This included adding new requirements relating to improving the environment near our waterways, promoting drainage solutions to prevent flooding, and encouraging developers to co-operate with residents in our neighbouring areas. We also changed some of the time limits for residents to send in their documents to give them time to engage with the right technical experts. On the 1st January 2026, we adopted the new local validation list and have published it on our website - check out the Local Validation List webpages.

Overview

The local planning authority for Slough has prepared a Local Validation List (LVL) for consultation, outlining the documents which need to be submitted with planning applications.

The Local Validation List is a crucial document that ensures the local planning authority receives all the evidence it needs to make informed decisions on whether to grant permission against a planning application. 

The Local Validation List covers all types of planning applications and includes both the national and local requirements.

A local planning authority is required to have a local validation list which does the following:

  • The local validation list should provide a user-friendly guide for residents and householders.
  • The local validation list should list validation item requirements which are relevant, necessary and material to the application in question.
  • The local validation list should provide guidance on the level and type of information required to be submitted with a planning application, to provide a degree of certainty and clarity to assist applicants.
  • The local validation list should help ensure that the Council complies with current best practice advice contained in The Town and Country Planning (Development Management Procedure) (England) Order (DMPO) 2015 (as amended) and the Planning Practice Guidance (PPG)
  • The local validation list should help ensure that the validation requirements are justified and supported by policies in the National Planning Policy Framework (NPPF), the policies in the Council’s adopted Development Plan – Local Plan (2004) and Core Strategy (2008); and any other relevant legislation.

Why your views matter

The Council wants your views on the Local Validation List. Comments and views will be considered and help shape the document before it is finalised and adopted by the Council.

This questionnaire and the information we collect will be used for the purposes of evidence-based decision making on Slough Borough Council’s Local Validation List (LVL) for planning. We are committed to the principles of the Data Protection Act 2018 and UK General Data Protection Regulations. By continuing to complete this questionnaire and submitting your responses, you are consenting to us processing this data.

This will be used to make decisions in a public forum and the results will be published online and anonymous data may be accessed by third parties to validate the results of the survey.

We will only retain the data collected for as long as is necessary and, after the period determined by our Data Protection Officer, this data will be destroyed in accordance with our IT and Information Security Procedures.
